Housing Opportunity Analysis

Lift To Rise’s Housing Stability CAN has focused on creating long-term systems change by advancing a regional vision for safe and affordable housing, primarily achieved by encouraging the construction of new housing units. Lift To Rise has established an ambitious goal: to reduce rent burden by 30 percent in 10 years—by 2028. This goal requires building 9,881 housing units.


The Housing Opportunity Analysis provides parcel-level information on available land designated for housing. This project draws from the cities’ 2014-2021 housing elements to compile an inventory of vacant land. To ensure accuracy, the data has been further verified by city officials. The goal of the Housing Opportunity Analysis is to help stakeholders and partners identify high opportunity areas for housing construction in the Coachella Valley.
